Title I, Part D

What is Title I, Part D?

Title I, Part D provides federal funding to improve educational opportunities for neglected, delinquent, or at-risk youth in correctional facilities, institutions, or at-risk programs. The program supports academic tutoring, job training, and transitional services to help students achieve high school diplomas and job training to succeed after release, with educational programs shown to reduce recidivism rates by up to 100% for those earning master's degrees. Providers and facility managers can contact the Nevada Department of Education to schedule meetings, site visits, or discuss expanding academic programs.

  • Neglected children or youth, and you would like to schedule an appointment to discuss additional opportunities for your students, or
  • Delinquent children or youth, and you would like to schedule an appointment to discuss additional opportunities for your students, or
  • At-risk children or youth, and you would like to schedule an appointment to discuss additional opportunities for your students.

If you run a Title I, Part D Facility for...

  • Neglected children or youth, and you would like to schedule a site visit to display the amazing opportunities you offer your students, or
  • Delinquent children or youth, and you would like to schedule a site visit to display the amazing opportunities you offer your students, or

If you are a Title I, Part D provider for...

Delinquent children and youth, and you are interested in partnering with NDE in action research to expand programmatic offerings to Title I, Part D eligible facilities if you are interested in the possibility of:

  • bringing programming to your facility that would allow students to earn one or more State Seal on their diplomas, or
  • bringing dual credit programming to your facility so that students could earn both high school and college credits at the same time, or
  • bringing Advanced Placement (AP) courses to your facilities.

Statistics on Recidivism

According to the Bureau of Justice Statistics, 70% of offenders recidivate within 5 years. For those who were incarcerated and...

  • Participated in educational programming, they were 43% less likely to recidivate.
  • Earned a high school diploma or equivalency, were 60% less likely to recidivate.
  • Earned an associate's degree, were 86& less likely to recidivate.
  • Earned a bachelor's degree or a CTE program certificate from a college or university, were 86% less likely to recidivate.
  • Earned a master's degree, were (statistically) 100% less likely to recidivate.
