    Nevada School Performance Framework

    Overview

    The Nevada School Performance Framework (NSPF) is an annual summary of school performance developed by Nevada stakeholders. The NSPF meets State and Federal policy requirements and provides each school level with a unique rating system. The NSPF is a compensatory accountability system made up of a series of Performance Indicators and Measures. This means that low performance in one indicator/measure can be made up for by high performance in another. Performance Indicators are broad general categories within the framework, while Measures are the building blocks of a Performance Indicator. Anchored on statewide performance expectations, schools earn points based on their performance on each Measure. These points are added together to produce an overall summative rating, or a Star Rating.

      Historical Background

      In December 2015, the 1965 Elementary and Secondary Education Act (ESEA) was reauthorized as the Every Student Succeeds Act (ESSA). Under ESSA, states are tasked with the responsibility to create or revise their current accountability systems to ensure that states “meaningfully differentiate” schools based on:

      • Academic Proficiency on State assessments;
      • Graduation rates for high school;
      • English Language Proficiency;
      • Growth or other state wide academic indicator for K-8 schools;
      • At least one other State-determined indicator of school quality or student success; and
      • 95% assessment participation rate.

      The NSPF was developed through multiple stakeholder engagements to be:

      • A locally designed accountability system that reports meaningful and actionable data.
      • A tool for parents, students, educators and communities to receive clear and concise information about how their schools are performing on a scale from 1-Star to 5-Stars; 1 Star =Not Meeting Expectations and 5-Stars =Superior.

      As such, the values of school performance are embedded into the NSPF.
