English Learner Advisory Council (ELAC)

Overview

To support the success of English Learners across the state, the English Learner Advisory Council is tasked with reviewing current practices and studying policies that support English language acquisition, development, and literacy. The Advisory Council will recommend policies to improve language development and literacy, and is authorized to drive statewide impact by requesting the drafting of one legislative measure to be prefiled for the 2027 regular session of the Legislature. Established by Assembly Bill 335 during the 2025-2026 interim, the Advisory Council will culminate its work by submitting a written report detailing its findings, conclusions, and recommendations to the Director of the Legislative Counsel Bureau on or before October 31, 2026.

To ensure a comprehensive approach, the Advisory Council is composed of members representing all levels of Nevada's education system. This includes the Superintendent of Public Instruction (or a designee), Department staff, higher education representatives, teachers, school- and district-level administrators, and public policy experts. Additionally, the Executive Director of the State Public Charter School Authority may appoint one member to the Council.
