The Superintendent of Public Instruction called upon a group of stakeholders from across Nevada to serve as an Advisory Group in the development of a state education plan. With the passage of the Every Student Succeeds Act (ESSA) at the federal level Nevada now has unprecedented control over its PreK-12 education vision. The Advisory Group composed of parents, teachers, principals, superintendents, students , and business groups came together to outline a path forward tailored to meeting the unique needs of Nevada students.

The 2015 Legislature passed the Governor's education reform initiatives for Nevada's PreK-12 education system. The Nevada Department of Education worked with the Advisory Group and several working groups to use the new ESSA flexibility to align the Governor's historic 2015 education agenda into a coherent strategy that will ensure all Nevada students are college and career ready.

During the course of its work, the ESSA Advisory Group also formed a number of working groups to advise on particular aspects of the ESSA plan. These work groups included:
